Go to the website and register by giving your email ID. Once, you verify your e-mail through the link that you receive in the inbox, you will receive your password on the next email.
The mail will be like this:

Now that you’ve received your password, get started on telling us your story on why you want to work with the Delhi Government.
Ensure you finish the application before: 4th July 2016 11.59 pm IST. All applications after that will be considered rejected.
Login with username as your mail ID and above password
You have to start filling form then. There is a warning there, “This page of the form has to be filled out completely and can be submitted only once. Information will not be saved for future reference or completion. Ensure that you fill out the information and move to the next page of the form. Once completed, you cannot come back to this page.”
So careful while filling the form.

Upload Resume: Please upload your most recent resume. The resume should be maximum 2 pages and should be uploaded in either .doc or .pdf format.

After submitting you will get a notification like this,
