XML declaration is an instruction to identify a document as being XML. All XML documents begin with an XML declaration.

A "Valid" or "Well Formed" XML document will have two major attributes; version and encoding.

Attribute Names "version" has an Attribute Value of "1.0"

Attribute Names "encoding" has values of UTF-8, UTF-16, ISO-10646-UCS-2, ISO-10646-UCS-4, ISO-8859-1 to ISO-8859-9, ISO-2022-JP, Shift_JIS, EUC-JP

A well formed XML declaration will look like the following;

<?xml version="1.0" encoding="UTF-8"?>
